AIRPORT PROJECTS


Runway & Taxiway Extension
Purpose:     Environmental assessment, design and construction of a runway and taxiway extension to allow for safe landing & take-off of medium size jet aircraft.
Status:     Required environmental assessment and runway extension justification study is underway.  Runway extension justification study has been submitted to Florida Department of Transportation and is under review.  Agreement for design and engineering has been executed.  Topographic land survey has been completed.  Geotechnical engineering report and environmental studies are in process.  
Project Cost:     $9,386,000

Taxiway Rehabilitation
Purpose:     Complete rehabilitation of existing taxiway, including new lighting, signage & electrical vault. 
Status:     Project is complete.  All closeout documents are being gathered to submit to funding agencies.  
Project Cost:     $4,678,327

Pilot's Lounge & T-Hangars
Purpose:     Rehab of the existing pilot’s lounge and construction of additional T-Hangars to improve airport sufficiency.
Status:     Design underway on the additional T-hangars.  Surveying and geotechincal report are complete.  Preliminary construction plans are being developed.  Architect is working on estimate of total costs for our concept plan of the pilot's lounge rehab to determine if additional funds are needed or if we must pare down the planned scope.
Project Cost:     $2,500,000

WASTE WATER PROJECTS


New Digester
Purpose:     Construction of an additional digester at the Waste Water Treatment Plant improving treatment level of the plant
Status:     Under construction with Poole & Kent.  Construction expected to be complete by October 2024.
Project Cost:     $9,004,000

DRINKING WATER PROJECTS


Service Area 3 Waterline Improvements
Purpose:      Replace existing water lines in the northwest quadrant of the city improving water quality, pressure and reliability.
Status:     Bid awarded to Cathcart Construction in October 2023.  Notice to Proceed issued for January 10, 2024.  Contract requires final completion within 350 days of Notice to Proceed.  Construction was approximately 30% complete at the end of February 2024. 
Project Cost:     $2,747,613

Southwest Area Water Tower and Mainlines
Purpose:     Design and Construction of a third elevated water tower & extension of water mainlines in the southwest area of the county.
Status:     Design underway.  Geotechnical report completed to confirm proposed location of water tower is acceptable.  Survey work underway to develop legal description for license agreement for proposed water tower property.  
Project Cost:     $8,212,789

Water Main Lines Relocation
Purpose:     New water mainlines from the Water Treatment Plant to both elevated storage tanks and in between both tanks.
Status:     Under construction with Cathcart Construction Co.  Paving of disturbed pavement along W. Palmetto Street completed in December 2023.  Due to line modifications along Orange Street, service connections and repaving were completed in February 2024.  Before final completion there may be additional paving required.  Concrete (sidewalks and driveways) and sod restoration are ongoing.  Final tie-in are expected to be completed in April 2024.  Project should be complete by May 2024. 
Project Cost:     $6,124,931

Advance Metering Infrastructure
Purpose:     Purchase, install and replace existing water and electric meters for commercial and residential users with a radio read metering system including software, hardware & training.
Status:    Grant agreement has been secured from Florida Department of Environmental Protection.  Kick-off meeting with granting agency has been conducted.  Contracts for project design and grant administration have been executed.  Staff is compiling data requested by consultant for use in project development.  A week long, on-site review of City facilities, meters, billing system and other data with the consultant took place in February 2024.  The request for proposals to select a vendor is expected to be approved for advertisement in May 2024.
Project Cost:     $4,750,000

ELECTRIC PROJECTS


Rural Line Upgrade 
Purpose:     Reconductor 7 miles of main electric distribution feeder line along W. Main Street from the substation to Hwy 64, improving reliability and facilitating economic development in the area.
Status:     Bid award to Aztek Powerline Services in October 2023.  Notice to Proceed was issued and construction began in November 2023.  Construction is at approximately 85% in March 2024.
Project Cost:     $1,500,000

ROAD PROJECTS


Melendy Street Improvements
Purpose:     Roadway and stormwater improvements along Melendy Street from 7th Avenue to 10th Avenue.
Status:     Project is designed.  A Request for Qualifications for Construction Engineering Inspection services out to bid in August 2023.  Agreement for CEI Services expected to be approved in January 2024.  Project is out to bid for construction.  Bids are due in April 2024.
Project Cost:     $899,923

Tennessee Street Improvements
Purpose:     Resurfacing of Tennessee St, between N. Ohio Avenue and North Florida Ave, with associated safety improvements.
Status:     Design underway.  90% plans were submitted to Florida Department of Transportation (FDOT) for review in March 2024.  FDOT should provide comments in April 2024.  FDOT secured additional funds for construction.  Supplemental grant agreements approved in February 2024.
Project Cost:     $405,509

Turner Avenue Improvements
Purpose:     Resurfacing of Turner Avenue between E. Oak Street and E. Townsend Street, with associated safety improvements.
Status:     Design underway.  90% plans were submitted to Florida Department of Transportation (FDOT) for review in March 2024.  FDOT should provide comments in April 2024.  FDOT secured additional funds for construction.  Supplemental grant agreements approved in February 2024.
Project Cost:     $441,323

Alabama Street Improvements
Purpose:     Resurfacing of Alabama Street between N. Ohio Avenue and N. Florida Avenue.
Status:     Design underway.  90% plans were submitted to Florida Department of Transportation (FDOT) for review in March 2024.  FDOT should provide comments in April 2024.  FDOT secured additional funds for construction.  Supplemental grant agreements approved in February 2024.
Project Cost:     $359,888

Court Street Improvements
Purpose:     Resurfacing of Court Street between S. 9th Avenue and S. 8th Avenue with associated safety improvements.
Status:     Design underway.  90% plans were submitted to Florida Department of Transportation (FDOT) for review in March 2024.  FDOT should provide comments in April 2024.  FDOT secured additional funds for construction.  Supplemental grant agreements approved in February 2024.
Project Cost:     $184,223

10th Avenue Improvements
Purpose:     Design and construction to improve drainage, pavement condition, and pedestrian safety along South and North 10th Ave.
Status:     Design underway.  90% plans were submitted to Florida Department of Transportation (FDOT) for review in March 2024.  FDOT should provide comments in April 2024.  FDOT secured additional funds for construction.  Supplemental grant agreements approved in February 2024.
Project Cost:     $2,570,630

Bay, Oak & Palmetto Street Resurfacing
Purpose:     Resurfacing of Bay, Oak & Palmetto Street
Status:     Contract for grant administration executed in February 2024.  Working with granting agency, US Department of Housing and Urband Development (HUD), to develop project narrative, budget and other grant materials.  Once submitted and approved by HUD, grant agreement will be executed.
Project Cost:     $2,000,000

COMMUNITY REDEVELOPMENT PROJECTS


Auditorium Improvements
Purpose:     Renovations to historic auditorium to include ADA accessibility, ceiling repair, audio-visual upgrades and window replacements.
Status:     Audio-Visual component of project is under construction with final installation planned for January 2024.  Construction plans for the remaining elements are under review by the State of Florida.  
Project Cost:     $704,917

Auditorium Parking Lot
Purpose:     Improve and expand parking adjacent to historic City Hall and Auditorium and neighboring commercial spaces.
Status:     Under construction with Halfacre Construction Company.  Construction was at 58% complete at the end of January 2024.  Construction expected to be complete in April 2024.
Project Cost:     $977,330

Crews Park Pavilion
Purpose:     Construction of a pavilion housing restrooms, a deck area overlooking the Peace River with picnic tables, a kiosk allowing for a potential vendor and kayak/canoe storage.
Status:     Under construction with L. Cobb Construction, Inc.  Construction is at 88% complete at the end of February 2024.  Construction expected to be complete in March 2024.
Project Cost:     $598,401

Farr Field Improvements
Purpose:     Improved/new baseball fields, dug-outs, fencing, parking, splash pad, playground, bleacher seating and landscaping.
Status:     Grant was awarded.  Awaiting grant agreement before putting project out to bid.
Project Cost:     $2,867,458

In-fill Housing
Purpose:     Increase affordable housing stock.
Status:     Construction complete on three houses.  Two of the three houses have closed, with the remaining house set to close in March 2024.  
Project Cost:     $568,245
